I think telephones are a great example of this. For decades telephones had one technological use (audio communication). Yes, also fax machines, but the technology itself made it extremely versatile and was structured in a way where you didn't have to pay or weren't taxed to keep up the infrastructure unless you used it.
Compare that to something like the national highway system.
